Employment and social policy fall under the principle of subsidiarity (Art. 5 of the "Treaty on European Union") which means under the competences of the EU Member States. In their efforts, they are supported by the European Uninon on basis of Art. 145f and Art. 151f of the "Treaty on the Functioning of the European Union": promotion of employment, improvement of living and working conditions, social security, social dialogue, combating of exclusion etc.
